Demolition in Broward County

The city or town building department issues the permit, but it will not issue one until Broward County's asbestos programme has issued a Certificate of Submittal for the job. Two offices, in a fixed order.

The thing to understand about Broward is that the asbestos filing and the building permit are two separate queues at two separate offices, and the second one will not start until the first one has finished. The city or town issues the demolition permit, but it asks to see a Certificate of Submittal from the county's asbestos programme first, and that certificate is only issued once the county has the Statement of Responsibilities Regarding Asbestos, the scope of work or demolition plans, the state notice, the survey and the fees, and has approved them.

So the SRRA is the first thing filed on a Broward job, not a formality somewhere in the middle. It goes electronically through the county's own ePermits system, and county code requires it at least ten working days before anything starts. Anyone who has worked in Miami-Dade and expects DERM to be the counterpart here files with nobody and finds out at the building department counter.

The fee behaves differently from Miami-Dade's too. There is a flat $100 review fee per non-exempt project at a site, waived for owner-occupied residential of four or fewer dwelling units, public schools and county-owned buildings. On top of that, a project with regulated asbestos-containing material in it is invoiced on the quantity reported, so the number is not known until the survey is.

What is not on this page is how any individual Broward municipality runs its own building department, because that was not researched and a sentence that sounds local without being local is worth less than nothing. Ask about your specific address and you will get either the answer or an honest statement that we are checking it.

What is different here

Each line below is taken from a published requirement, not from a general description of the area. This is the part that moves your dates.

  • 01The asbestos filing is a Statement of Responsibilities Regarding Asbestos, the SRRA, and Broward County Code section 27-180(b) requires it at least 10 working days before any renovation or demolition starts.
  • 02The SRRA is filed electronically through the county's own ePermits system at ePermits.broward.org. It is not the Miami-Dade route and it is not the state portal alone.
  • 03There is a $100 SRRA review fee for each non-exempt renovation or demolition project at a single site. Owner-occupied residential buildings with four or fewer dwelling units, public schools and county-owned buildings are exempt from that fee.
  • 04What comes back is a Certificate of Submittal, issued once the SRRA, the scope of work or demolition plans, the state Notice of Demolition or Asbestos Renovation, the asbestos survey and any fees have all been submitted and approved. City building departments ask for that certificate before they will issue the demolition permit.
  • 05Non-exempt projects are also invoiced on the quantity of regulated asbestos-containing material reported, so the notification fee is not a flat number once asbestos is actually present.
  • 06Surveys and notices go to the Natural Resources Division air programme, at airasbestos@broward.org. Miami-Dade's DERM has no part in a Broward job.
